Good Neighbor Insurance has companies that will insure groups of two or three or more workers, individuals, couples or families. What is the advantage? For one thing, all pre-existing conditions in the group will be covered. Another advantage is that new workers joining the group will automatically be accepted for insurance coverage. Also, if the group is relatively young the rates will be reasonable. But the main advantage is that after a person has been on a group plan for 18 months they can receive a "Certificate of Creditable Coverage," which guarantees insurability if they return to the USA.

Here is a scenario: Joe has been overseas for five years. He is careful and bought a good individual career insurance plan. While overseas he developed a bad case of Hepatitis C, in fact, so bad that he had to return home and resign from his sponsoring organization. He also loses his career health insurance because it will not cover him in the USA. No other American domestic insurance company will insure him because of Hepatitis. So now he is very sick and uninsurable.

If Joe had been on group insurance, he would have received a "Certificate of Creditable Coverage." On presenting this Certificate to any insurance company, they would be required by law to provide him with HIPAA (Health Insurance Portability and Accountability Act) coverage. These plans are more expensive, but at least he would have insurance.
