Open enrollment period for 2016 will be different then it was for 2014 and 2015 years. Why? Because there will be less days of open enrollment than the previous two years. By end of 2015 Americans should be accustomed to the new ACA (Affordable Care Act) laws. There will be a few changes moving forward, but the bulk of the ACA laws have been enforced from the onset of the law in 2010.
The proposed rule identifies the annual open enrollment period for non-grandfathered policies in the individual market, inside and outside of the Exchange, for the 2016 benefit year and beyond. Under the proposed rule, the annual open enrollment period would begin on Oct. 1 and run through Dec. 15 of the year prior to the benefit year. Thus, under the proposed guidance, the open enrollment period for 2016 would begin on Oct. 1, 2015, and run through Dec. 15, 2015 for a 1-1-2016 start date.
What happens if you miss this open enrollment and find yourself without insurance on 1-1-2016? Well, no fear. There are six SEP (Special Enrollment Periods) which will allow you to apply for an ACA policy. Here is the exact wording from our Blue Cross Blue Shield of Arizona 2015 application:
Special Enrollment Period
The person who needs coverage (“Applicant”) lost minimum essential health coverage under another health plan (for example, through loss of a job, or because of divorce)
The Applicant is a new dependent through marriage, birth, adoption, or placement for adoption
The Applicant’s current employment-based coverage is no longer affordable or providing minimum value
The Applicant had an error in enrollment, as defined in federal law
The Applicant shows that the plan or issuer substantially violated a material provision of the contract in which s/he is enrolled
The Applicant is newly eligible or ineligible for federal financial help to pay for health insurance or health care costs
The Applicant has made a permanent move and new coverage is available
The Applicant has other exceptional circumstances or qualifying events under federal law (describe on separate piece of paper)
